Local/Basic/Unclassified Airport of the Year: Hillsboro Municipal Airport

Hillsboro Municipal Airport experienced a transformational year, defined by the design and construction of a pavement reconstruction project that essentially replaced the airport’s entire airfield infrastructure. Significant failures in the runway and taxiway system required more than a typical rehabilitation, and addressing these challenges demanded a highly coordinated effort between the airport sponsor, TxDOT and the design consultant.

The project included a full reconstruction of the 4,000-foot runway, widening it from 60 to 75 feet, complete reconstruction of the taxiway system, resurfacing the terminal apron, major drainage improvements, upgraded lighting and signage, and relocation of the existing PAPIs. Every element of the project required careful planning, innovative design solutions and technical expertise to ensure the long-term performance of the airfield.

Due to the anticipated funding timelines, the design schedule for this project was also accelerated. The team completed preliminary surveys and geotechnical investigation in just six weeks and combined preliminary and final design into a single 10-week phase, including all TxDOT and airport reviews.

Innovation, technical ingenuity and operational sensitivity defined the project — from addressing the root causes of pavement failures to relocating taxiways to meet FAA safety initiatives and even incorporating a separate taxilane rehabilitation project to maximize efficiency and cost savings. The result was a complex, multimillion dollar project completed on schedule and within budget, celebrated by the airport’s Fly-In Re-Opening event in May 2025.
